Overview
The Independent Ethics Committee (IEC) at Shanghai Clinical Research Center was established in October 2008 in compliance with the "Operational Guidelines for Ethics Committees That Review Biomedical Research" proposed by World Health Organization (WHO), "Universal Declaration on Bioethics and Human Rights" by United Nations Educational, Scientific and Cultural Organization (UNESCO), "Ethical review of biomedical research involving human subjects" by China's Ministry of Health and "Good Clinical Practice, GCP" issued by The State Food and Drug Administration (SFDA). It is operated according to a written Standard Operating Procedure, with full respect to science and human rights. The IEC is responsible for the review of clinical research conducted in Shanghai or other cities in China. The IEC abides by the constitution and the law that pertain to research conduct.
The Committee is an independent body constituted of specialists in ethics, medical research, medical practice, law and lay representatives, and is chaired by Dr. Ching-Li Hu, Member of the UNESCO International Bioethics Committee, former Assistant Director-General of WHO, and Member of the Ethics Committee, Ministry of Health.
Mission
To provide protection of the rights and welfare of human subjects participating in the research through the initial and ongoing review of clinical research.
Function
There is an increasing trend of multinational pharmaceutical companies strengthening their global R&D capacities through the foundations of their R&D centers in China since 2002. Aiming at expediting new innovative approaches, those R&D centers focus on the development the innovative therapies. Independent Ethics Committees play important role in facilitating clinical research conducted in those institutions and to bring novel therapies to patients. With the principle of fairness, independence, diversity, transparency and non-profit, Shanghai Clinical Research Center Independent Ethic Committee is set up to provide the following services:

2. International cooperation and exchanges
3. Ethic related education and training
