The delegation, led by Huang Hong, Secretary of Party Leadership at Shanghai Municipal Health Commission, visited SCRC

        On the afternoon of 23th January 2019, the delegation of five from Shanghai Municipal Health Commission (SMH), including Secretary of Party Leadership, Director Zhang Kan, Deputy Director Ni Yunfeng, visited SCRC to know the establishment of SECCR. Bao Bingzhang, Party Secretary of Xuhui District Committee, Gan Rongxing, SCRC Director, Hu Qingli and Chen Pei from Ethics Committee attended the visit. Director Gan introduced the development of SCRC, the efforts SCRC made to promote biomedical industrial innovation and development and its latest progress.
        Bao Bingzhang, Party Secretary of Xuhui District Committee expressed full recognition of SCRC’s advanced layout of medical clinical scientific innovation platform and highly praised SCRC’s public work in supporting the construction of ethics committee. Party Secretary Bao pointed out that scientific innovation of biomedicine would be impossible but for the holistic layout of the whole industry. He also hoped that with ethics development as a start, hospitals in Shanghai would play their role into full in terms of resource allocation and interlinking thus forming quality clinical research power covering all the disciplines, connecting hospitals and at the international level. By this way, the unique and differentiated competitive advantages of Shanghai would be built in the field of biomedicine both at home and abroad. Prof. Hu Qingli reported the constructing of ethics committee, as well as developmental target and challenge faced in the future. He conveyed the hope that in 3 or 5 years the ethics committee would take the reprehensibility of undertaking pre-ethic review for the key scientific research projects of Shanghai under the support of health management division, and more importantly lead capacity construction of ethics committee and ethics research in Shanghai as well as conduct cooperation of strategic meaning with oversea mature institutions. Moreover, Director Zhang Kan indicated that facing the great international livelihood issue of population and health, to develop a standardized, internationalized and independently operational ethics committee would be of significance to provide timely and effective ethical justification and service management and control for the high-speed development of life technology.
        After listening to the report, Party Secretary Huang Hong indicated that the constructing of ethics committee had been far more than expected and that given the outstanding achievements to officially establish the ethics committee was just on the way. The Secretary also hoped that the committee would make great use of the platform edge, and make great efforts, based on the finished jobs, to make it a domestically first-class key pilot institution in domestic ethic review exploration and research of international level moreover, the ethics committee was expected to make contribution to promoting Yangtze River Delta to take the lead in integrated development. In addition, Secretary Huang also hoped that SCRC and Ethics Committee would make full use of the governmental organization and coordination as well as policy support to speed up the development of scientific innovation platform, thus playing an important role in propelling development of Fenglin Life Science Part and stably implementing “50 Health Services” in Shanghai. Meanwhile, Secretary Huang emphasized that development of ethics committee meant higher requirements of the construction of talents in medical research ethics. Therefore, three major channels could be integrated, i.e., co-cultivation with colleges and universities, capacity elevation of professionals, and further study in oversea institutions. At the same time, it should follow the domestic and international rules and regulations, practically fulfil its responsibility of ethic review and safeguard the healthy and normalized development of national medical industrial innovation under the complicated international circumstances.
